to think that people who do this are responsible for clearing it up, not the council?

We have wheelie bins for fortnightly collection, recycling and food waste bins for weekly collection. Th food bins have a handle that when pushed over to one side locks the bins firmly. Some of the terraced houses have been permitted to use bin bags without wheelies because they have nowhere to keep it at the front on the property.

On the way to work the DC and I had to navigate our way between piles of rotting food that had been ripped from bin bags left out over night. It stank and was really unpleasant to look at.

Walked back with a neighbour who tutted and said 'Bet it'll take the council weeks to clean that mess up'.

AIBU to think that it isn't down to the council or any other organisation to do this? The residents should be made to clear it up? The houses have all been provided with brown food waste bins but have chosen to carry on chucking it in bin bags that foxes/dogs/cats get attracted to and can get at.

yes you are right in principle, however enforcing this principle would probably be more costly than simply clearing it up. you are right though ofcourse

Yes that is the pragmatic atitude I know. But perhaps if it goes on long enough the local residents will be annoyed enough to turn up with pitchforks and flaming torches!

YANBU but like Custardo said would cost more to enforce thatn to clean up.

What I dont get though is.. if you have room for binliners how can you not have room fora bins?

Well the bin bags are only out there for a few hours, the wheelie would have to stay there all week. I guess.

YANBU. Though in our road, where the doors open straight onto the road and only a few houses have rear access (and therefore wheelie bins), they have weekly household waste collections. People do have a dustbin in their back gardens to put the sacks in during the week though.

There are a couple of houses where the rubbish seems to get put out the day after the collection though, and they have the same issue, despite the increased frequency of collections. I think one house has a dog in the back garden who would rip open the sacks itself, but still. That's what the bin's for.

I don't see how some people generate all that waste anyway, tbh. We put out one, maybe two sacks a week (and DS is in disposable nappies). Some of the houses have four or five bags a week! It takes up all the pavement and you have to walk in the road - grr!

I think there should be better enforcement of anti-littering laws. Perhaps a fine going through their letterbox would make them look after their waste more carefully. We have parking attendants marching up and down all day; why not employ one person to go around making sure people don't do this sort of thing? At least the fines should cover the cost, and every local council needs a few more money-spinners atm.
