a friend of mine is getting married later in the year, her fiancee was going to buy her an expensive piece of jewellery, but instead thought to himself 'what would she really like?' and gave her the money for a boob job.

thats how it was told to me.

i feel a bit creeped out.

AIBU??

Hate the idea of it myself.

But... if she feels very self-conscious about her body, has always wanted a boob job and her DP is aware of this then why not? I would certainly hope that he does 'comfort and reassure her' but if you have low self-esteem someone else's reassurance won't change your own thoughts.

There are parts of my body I really wish I could change, although my DH thinks I am wonderful as I am. The 'gift' the OP describes could be really thoughtful or very insulting- all depends on their relationship.
