to be concerned regarding a dangerous situation at an adventure park?

I was at an adventure park on saturday queing up for a pony ride with my 3 yo DD, 10 moDS and DH. There was a small grey pony tied to a fence and a second black pony being lead around the paddock with a child on it. We were waiting for a ride on the black pony. Suddenly, a workman who was working on a new ride next to the pony paddock started up his drill. This spooked the grey pony who pulled back, and although was tied up with a piece of twine, managed to rip the fencing out, and drag it across the paddock ( very quickly in that alarming horrible way that spooked ponies do ).The girl in charge of the rides walked over and collected the pony and untied it from the fencing that now lay across the paddock and led it back to near where it had been and re tied it up to a bit of fencing that had remained intact. She then proceded to continue with the rides (my daughter next!) leaving the grey pony tied up, the pony was obviously still nervous.I asked her if she was going to remove the pony from the paddock and she casually said "yeah, I`ll get someone down to get him in a minute". Am I just a nervous mum or was this an accident waiting to happen? Against my better judgement I let my husband lead my daughter round on her ride on the calmer black pony but was very aware of the grey one fretting.I stroked his neck and tried to sooth him. What do you think? I have e mailed them and brought it to their attention. Would you have been concerned? Dealt with it differently?
