So it is used as an insult, comparing undesirable, stupid types to people with downs syndrome and meaning that in a mocking way.

Why don't you ask any of the parents on here who have children with downs syndrome what they think of people using "mong" or "mongo" as an insult?

Mongo, as I liveonbenefits said, is derived from mongoloid- life long disability, often liofe shortening, that has no impact on kindness / morality / validity / etc
