To have a go a the neighbours DC is full earshot of my neighbour

They are repeatedly climbing up my fence, to talk to me and DC.
They are lying that they are not and are using a ladder(they are definately not)
They are throwing water balloons into my garden, while my DC are having their dinner( at picnic table as a nice afternoon)
And call out of their windows til 9pm at me while I am winding down with a glass of wine, when mine are in bed.

I just ant some f*king privacy in my own garden

Yanbu to be ennoyed but why don't you just go and talk to the parents if the children do not pay attention to what you tell them?

Because despite speaking nicely to them while their mother was in the garden - it has continued.

TBH I don't think it would make a blind bit of difference spoke to them about their eldest throwing fag butts(still burning) into my garden.
But is still occasionally happens

I see, well if you already had a try with the parents and they do not do anytihng about it it is bit trickier. Maybe the mum heard you talk to her Dcs and thought if it was really that much of a problem to you you would talk to her again?

How well do you get on with them? If the situation really gets to bad for you maybe you could threaten them with the police for tresspasing? Obviously a last resort though.

Don't get why you don't speak directly to the parents rather than talking to the children in their mother's earshot ?

They can be really sweet boys, and have had their youngest over to play occasionallly last summer, but this year, he has got really mouthy, cheeky, etc

And for some unknown reason, he insists on calling me next door neighbour, even though on about 15 occasions I have sais, please call me norks

Maybe he feels a bit embarressed calling out "Norks!".
