could it be just for walking? but wtf is the point in streaming kids according to walking ability?

I am always very ready to believe ill of public schools but I am reluctantly here.

Its against the law to stream children for walking ablity. My son had problems learning to walk and the nursery wanted to keep him in the baby room at two years old. Our community paediatrian pointed out them that they were breaking the disablity discrimination act!
