Everything we do is just physics and neurochemistry. There is no magical soul or separate mind pulling the levers in our brains; consciousness is just an observer watching the body run its automatic program. Even if quantum physics means the universe has random elements, randomness isn't free will. So if there is no free will can anyone be truly to blame for bad actions, for example just as a hypothetical scenario for cheating?
