AIBU to complain about neighbours noise?

Our house is end terrace. To the side of the house is a footpath and then a parking area shared between the houses in our close (16 houses). There are only 12 spaces so parking there can be difficult. There's no allocated spaces for individual houses, though some residents have spaces they have 'claimed'. There is one neighbour who seems to buy second hand cars and resell them. They have a minimum of four cars or vans parked in the communal parking area at any time, the most I've seen is seven! This is already an annoyance with the limited parking, but the most irritating thing is that the neighbour parks these vehicles in the bays closest to our house and does work on the cars in the evenings right outside which disturbs our children (3 and 5 months). It's up to two nights in the week and every single Sunday evening from around 8pm to 10pm. It's been particularly difficult the last few weeks of hot weather as we've had to shut the bedroom windows to dampen the noise (power tools, cutting metal!) so we've been hot as well. I appreciate that it may be some kind of side hustle and they can't work on it during the working day, but the noise is constantly waking up my baby and toddler and is really disruptive. AIBU to file a noise complaint?

No, I haven't. I've asked my husband to but he's very non- confrontational, and there's a language barrier too which makes it harder.

Are The cars taxed MOT’d? If not it would be a shame is someone reported them and the cars got towed…….

He's being a selfish prick , I'm sure he knows he shouldn't be doing it but he will keep doing it until someone says something. I would definitely have a polite word with him in the first instance if possible. I think there's something about if there's a noise complaint with the council that you have to disclose it if you're selling your house. He's being a total CF.

Unless it goes on after 10..( is it 10 or 11?).. there isn't much you can do except speak to him but if he is a wrong one it might cause tension.. sadly living in close quarters like we do causes these issues

Do you all own your houses? Is there anything that mentions the parking and only having one car?

Who owns the car park? Is it a freeholder? It's unlikely business use of the car park is permitted. Even if it's owned jointly by everyone, there will be a document setting out how it can be uses. Also consider reporting to HMRC re taxes, council re business rates and licences.

Im wondering if you’re actually one of my neighbours, we have exactly the same issue. The family selling second hand cars are a nightmare, they also have 3 caravans in addition to the cars which the council refuse to do anything about. It drives me insane but anyone who says anything seems to find themselves with a flat tyre or their car gets keyed.

I hate selfish idiots who live in an area where parking is difficult but choose to park loads of cars there. They probably would argue it's legal, but there are lots of things that are legal which are inconsiderate and unethical. Eg. It would be legal for me to buy one of my kids Christmas presents and the other nothing. Doesn't make it an OK thing to do.
