AIBU to think constant switching between roles at work with inadequate training is stressful and unfair?

I started a job just over two years ago. I began being trained for one type of work (Work A). The training plan was to take about 4 weeks. About 1 week in, we received a call from senior management to say we were being moved to a completely different type of work (Work B). Work B was completely different to Work A so the training for Work A was scrapped. We were retrained in Work B, which took about 3 weeks, and did that work for about eight months. Then we were told we were going back to Work A. We received 3 days' training for Work A. We did Work A for about three months, then moved back to Work B, with a couple of days' refresher training. We did Work B for 3 months, then were told that senior management wanted to trial combining Work A and Work B. We tried it for about 4 weeks, then the idea was scrapped. Half of my team went back to doing Work A and half of my team did Work B. I am a manager, so I had to manage and keep on top of both types of work (for the same pay as managers who only manage either Work A OR Work B).

About six weeks ago, we were told that our whole team was going back to Work B and that this was on a permanent basis. The team who had been working on Work A were given 2 days' training on Work B. Just this week, we have been told we are all going back to Work A.

This whole rigmarole has been extremely stressful. No other equivalent team has been moved around this much. Morale in my team is low and since last week's announcement, some have already been signed off with stress. We don't trust senior management. The lack of support, insufficient training and unclear direction feels very unfair. I don't know what we can do about it. They keep telling us how "resilient" we are and that they want a "flexible workforce" but we are fed up. AIBU?

I understand it’s not ideal but can I ask why is retraining needed each time? I’ve regularly switched from role to role within a company as the business demands required because I’d done the various roles without having days of retraining.

They are technical roles which have legal implications so need to be done correctly, both for the customer and to avoid being taken to court etc. There are also constant updates to guidance, policy and procedure which can make a significant difference to how we work over a period of a couple of months.
