Sure encourage him not to
but assuming he has full capacity, bugger all you can do to actually stop him
but surely sitting in the shade in his garden is acceptable to you?

He’s got additional needs
and I have power of
attornwy over his health. Just worries me as he’s breathless at the best of times :( xx

YANBU

My mum has COPD and suffers really badly in the heat.

If he absolutely insists on going out, can you go with him? Does he have oxygen? Does he carry Ventolin at all times?

Well you can ask and even advise him to stay indoors, but unless you lock him in tthe house you can't actually stop him from going outside.

I sympathise, my dad has angina and ended up in A&E with heart palpitations in the May heatwave as he simply won't follow hot weather advice.
