I just went on Tripadvisor to see if it is a busy cafe... here are all the 'Insider Tips' which suggests it is usually very busy. So yes two hours for tea and a bit of toast when there are people waiting is not acceptable. I think the cafe is well within their rights to enforce a rule, given that some people appear to be incapable of determining what is reasonable and what is not.
