TDLR I'm on the civil service reserve list. If I take a temp version of the job I applied for, will that stop them giving me perm version if one comes up?

Apologies for using AIBU but jobs is really quiet.
Last week I was placed on the reserve list for a permanent customer service operative in the civil service. It's for a year. They said I was at the top of the list.
This morning they offered me a 12 month temporary contract doing that job. They said they only had the budget for 12months. I hate my current job so I'm tempted but it means I could be jobless this time next year.
I know that someone doing the same job permanently is retiring this year and they'll want to backfill the post. It's exactly the same job I applied for. My source for this info is very, very reliable.
My question is if I take the temp post am I removing myself from the reserve list which means I wont be offered the perm post? Or will they be fair and offer me the perm post because that is what I applied for?
I asked and they wouldnt give me a straight answer. I couldnt tell them I knew someone was retiring and they couldnt tell me future plans for the team.
Does anyone have any experience?
Would I be better, declining the temp job (anf telling them I'll take it if a perm one comes up) and waiting to see if the perm comes up? Or should I take the temp and then they'll move me to perm when possible?
