Do live near anywhere good for hiking? Or even just set a mileage or steps challenge. Download strava so he can record is routes and mileage. Bribe with a reward at the end or do a distance walk for charity.

Get a cheap exercise bike from marketplace.

Jigsaws and games from charity shops

Be careful with hiking - nothing too adventurous as having your arm immobilised/in a cast can totally throw your balance.

Jigsaws, films, audiobooks. Does he read? An e-reader if it's too awkward to hold books.
Could you learn a language with him, cook the food, watch films, sort of an immersive thing to do together?

Or, honestly, far too much tv and just get through it for the first couple of weeks. Then he'll figure out what he can and can't do.
