So about a month ago, we had an awful power cut that required the electricity company coming out and digging up the road next to a shop. The junction box on the side of a shop (that has a flat above it) had melted and they needed to figure out why / how to fix it. It took 3 days with a generator and it was an absolute nightmare.

every 2/3 days now the power goes off for a few hours at night and then obviously the electricity company figures it out and sorts it.

On the way home from a late shift tonight I see this monstrosity. that is an extension lead hanging out of the window above the shop , with a car charger plugged into it and dangling across the pavement to the car, in the rain. It was charging a van

Who do I report this to?

Your local council I would start with, they can then advise if you need to tell anyone else.

Or try entering your postcode in here https://www.energynetworks.org/customers/find-my-network-operator and contacting your local network operator.

I don't think the car charger can be causing your problem. If it got wet and somehow shorted, it would just trigger their circuit breaker and turn off the sockers in their house. It wouldn't affect yours.

It does sound as though you have some much bigger problem with the electricity system there though, and you probably just need to keep following up with the provider to get it sorted out.
