To ask why some places treat staff so badly

Large water pipe burst last night. Luckily we've not been affected at home but nursery where DD works has. No running water so no children in but they have made all the staff go in and clean (not sure what they're cleaning with as there's no water).
I thought legally they had to provide running water or at least bottled water and toilets.They haven't done either just told the staff to go to the shop if they want water (no toilet as the shop doesn't have running water either). Why are these places open with no water?
DDs nursery is part of a chain so surely they could send the staff to other settings if they want them working. They won't because they want the staff there incase the water comes back on even though it probably won't be until late afternoon.
AIBU to say this is a terrible way to treat staff? Is it even legal?

How do you know they don't have bottled water? Or someone's brought in a load from elsewhere? It wouldn't be ideal as one toilet flush I think is 6-8 litres. But I think they must have some? If not then it doesn't seem legal.

If the water leak took place after the nursery closed then the water tank could be full and probably be enough in it to flush toilets and wash hands. Seems like the shop is in the same situation but is still open.

Times when businesses can't/aren't open to their usual client base are a great time for all those jobs that don't get done during the normal day

They usually end up shorter days and a good chance to bond.

I'm sure someone would complain if they were told they had to travel further (to another nursery) or lose a day's pay...

There may not be a cold water tank.

I've worked in places like that.
You'll be told to sweep a floor you've already swept purely because they feel like they own you and you shouldn't be allowed to rest on your laurels.

It's demeaning.
