Neighbours neglecting dogs

So our neighbours have two large intelligent dogs that they keep locked in a paddock in their back garden 24/7. The only time I’ve seen them interact with the dogs are going in to change there food, when they do this one goes in to get the food while the other one stands guard and shouts aggressively, waving a stick at them. They don’t seem like aggressive dogs, they bark sometimes but not too much, but they don’t even have any shelter, just a small covered area and the ground is all mud. They also have spikes on the fence that separated them from the rest of their garden.

I don’t know what to do, I don’t want to report them and cause drama with my neighbours, especially as we have cats and people can be cruel and retaliate. But, we have cats and also a two year old and this breed can easily jump a 6 ft fence, so it’s a safety risk, especially as the dogs aren’t exercised or socialised.

Am I being unreasonable to consider calling the RSPCA. They are an elderly couple and I think it’s probably more of a case of the, not being able to handle such large dogs. But they do have lots of “beware guard dog” signs all over their front garden. We have only just moved in….

Please ring RSPCA. As you said maybe they can't look after the dogs any better than this, but the RSPCA will try to help! They don't automatically take dogs away from their home if they can help it. There's not enough shelters etc to look after all the homeless dogs!
As a dog lover though I'd ask RSPCA to look in as if you don't look out for these dogs who will?

Would you not be worried about retaliation? I’ve heard horror stories of people poisoning cats in disputes like this.

They won't necessarily know it's you, and you're only really asking for a safety check on the dogs!
Maybe when speaking to the RSPCA ask them to not mention who called them? Thank you for looking out for them! Xx

The RSPCA won’t act - aslong as they’re fed once in 24 hours they can’t do anything.

I think they will if the dogs don’t have shelter

In this situation I would absolutely report it do it anonymously if you're street is large I doubt they will pin point it to you
