I can't see the makings on the needle clearly. If they are marked in units rather than mls it's an insulin syringe . If they are in mls it's a standard syringe which has multiple uses .

Insulin syringes usually have orange needles and can be used for multiple drugs, the pink and blue bits may be a sort of safety needle and cover.

Insulin needles are very short ( 4-8 mm typically ) . This looks a bit longer but hard to tell as it has a safety cap . Longer ones can be used with an insulin syringe to fill an insulin pump cartridge / pod .

It’s a bog standard syringe with a bog standard needle attached
Used to draw up a solution rather than come prepared as there is no label on it
Could have drawn up anything at all ? Extra dose ozempic / Botox / saline / lidocaine ?

The blue part indicates the gauge of the needle, pink part is a safety clip.
the needle doesn’t indicate use for insulin (too long and not what is used as standard for insulin administration). This could be used for sub-cutaneous or intramuscular injections of many different medications.
