I don't think people consciously do this, no.

I think it's more likely that they have experienced something, they want to share there experience to help others.

I don't think so at all - sometimes though its the best way to tell your story without those around you trying to silence you, which may be why it seems that way

Maybe sometimes. I do notice that someone losing an argument will start sharing a sob story and I’m cynical enough to suspect that’s a tactic.
