To think this was shitty of my manager?

I have a meeting scheduled with a group of colleagues. This meeting is notoriously difficult to schedule because of everyone's working hours.

My manager then scheduled a mandatory training course which completely overlapped this meeting. Everyone in the meeting I planned has to go to the training course. I asked if the training could be moved forward and why, to be told no. Why does this training trump my meeting? It just adds to the feeling of him not giving a damn. I felt like walking out to be honest.

The training may also hinge on the schedule of the person providing the training. Are there more people attending the training than will attend your meeting?

Rather insensitive of your manager, but without knowing what your meeting was about it's possible that the training trumps your meeting as more important.

I'm a Civil Servant & often a directive comes from Whitehall. Govt has introduced a new policy or the High Court has made a decision that means that training needs to be completed by everyone by x date. This trumps everything else.

However, as a manager, I would contact the organiser of the cancelled meeting, explain the situation and try to work out a solution.

However, generally shortening a meeting isn't a bad thing! Prioritise the agenda & either meet after the training again or complete on zoom/via email.

If it made you angry/annoyed/frustrated/upset enough to make you want to walk out, it sounds like you don't think he values or respects you/your position. Either you need to discuss this with him/senior management or start looking around for a new job.
