If someone dies without a will it is set out in intestacy law how the assets must be distributed. Everything goes to a spouse, if no spouse to children, if no children to parents, then siblings or onto more distant relatives in a strict order. There is no executor (of the will) because there is no will.

From what you have said, it seems you know the deceased’s wishes and to,d the Executor. What if one, two, or five other people ‘know’ the deceased’s (all different) wishes and also tell the executor? What you know is no more legally binding than what anyone else may say they know.

The executor should follow the law as there is no will. You can Google what that means, but if you have concerns take legal advice.

If there is no will then the estate needs to be distributed via the rules of interstacy. The executer doesn't get to decide anything. If they do anything outside either a will or the rules of interstacy then they are in serous trouble!

The executer cannot go on verble agreements if it means not following the inheritance laws. They can get into legal trouble themselves.
