At other times when he's around she's always too busy to meet up or spend time with me.

AIBU to always be busy when she wants to see me when he's otherwise engaged?

I wonder if she’s being coercively controlled in some way. That’s my first thought, in which case I would keep communication open.

Where is her husband from?

It is almost certainly this. I have had to have this type of relationship with my Mum since I was 9. The man was a charmer but ultimately very controlling. Does she have friends? Can she see them whenever she likes? This is also a big clue.
