I’m not a medic but DS suffered a lot with eczema and it looks like it could be that to me.

I was about to say Juvenile Spring Eruption! Get a bucket hat and sunblock on him. If not improving, see GP.

It happens around march/april, and the best solution is suncream and a hat, I didn’t ever visit the GP as it went away on its own after a few days to a week, but happens each year
