Dog left out at night WWYD

On our community Facebook group for the town, there are regularly people posting about a woman who leaves her dogs out all night barking and crying in sub zero temperatures, its a wonder they are still alive.

The RSPCA, council and police won't do anything. What can be done? Everyone says "someone needs to go and get them" but noone ever does. I think the garden is surrounded by other gardens so no easy rear access.

Someone did shout through her letterbox a few weeks ago to get the dogs in and ended up with a police warning!

Does the dog have shelter and water; if so the police and RSPCA thresholds won't be met.

Report to council as a noise complaint and copy in the dog warden for welfare.

I would contact the Council. They may act on the noise and involve the dog warden.

Unless you know what reason she had to do this there is nothing you can do. What breed is it? Does it have a kennel?

Contact the council about the noise. Also speak to your local dog rescue and see if they have any advice. How certain are you that they don’t have a kennel that keeps them warm?

We had this problem. A neighbour with a large dog living outside in all weather and barking constantly. The RSPCA, police, council and housing couldn't help because the dog had food and shelter. It only stopped when some large male neighbours threatened the owners with violence.

Several people will need to make an antisocial behaviour complaint against her through the Council. Record the noise being made and point out what time it’s happening. Or go there in the middle of the night ninja-like, and tempt the dogs away with treats. Although they might be microchipped.
If the RSPCA isn’t concerned about the dogs’ welfare you need to go down the antisocial behaviour route to get her told.

Lots of dogs do stay out all night in kennels and barns etc.
But the barking and whining sounds like they're unhappy and the noise nuisance is the best route to go down

Because they don't have the legal authority to remove dogs just for being noisy and annoying. It is not illegal to keep a dog outside, even if culturally in the UK, it makes most of us uncomfortable.

@Jellyb39 this is one for environmental health as a noise nuisance. You will probably have to keep a diary for several weeks before anyone will intervene.

Seems that’s the only thing some people understand unfortunately! (I wouldn’t try that if the dogs are potentially vicious ones though!)

what breed is it? If it’s a big fluffy one like a German shepherd or Newfoundland I’d still feel sad for it if it sounded unhappy but it would be feeling the cold far less than something like a greyhound? The barking could be more to do with the poor dog feeling separation anxiety if it wasn’t trained properly

No, but they could at least talk to the owner and try and use persuasion to get them to move the animal inside. If the inside of the house is unsanitary, then they could use that as a reason to remove the dog or refer them to the council.

Make a FB group to stage a peaceful protest.

This happened locally to me last November.

A family had a dog left outside 24/7. It had basic shelter (with piss wet through bedding) and the paved garden was covered in shit.
It barked 24/7.

The RSPCA was called over 30 times by neighbours and went out at least 4 times and said because the dog had food and water put down occasionally it was fine.

Nobody would do anything and the house ended up with a police car outside because so many people were trying to rescue it themselves (just take it)

Eventually the police took the dog and there was a very emotional video on FB of the dog being loaded into a van with its little tail wagging.

The RSPCA don't care.

Just look at the subtitle 'inspectors said no erlfare issues'

The dog was never allowed in the house. It's food /water bowl we're constantly upturned/empty.

It's bedding was rainsoaked. The dog was rainsoaked.

It had no toys. No human interaction.

And this was NOVEMBER, it was freezing.

But the RSPCA deem that as acceptable.

And people still suggest to call them for help in situations like this 🙄

They are animals not children, they are fine outside but the barking and crying is not fine and the council need to put an end to that. Maybe everyone in the area needs to put a note through the door on the same day saying the noise is disturbing the whole area, 50 notes through the door on the same day may just make them realise everyone is pissed off.

It depends on the breed of dog and the weather. For example if the weather is cold and the dog is a Husky then fine, but if the dog is a greyhound then not fine.
