20 soggy dog turds all in a row

I know it's mumsnet but I am not exaggerating.
20 fucking sopping wet turds.

Walking through a small neighbourhood this afternoon, there was a good deal of shit about, but one little bungalow had a count of 20 large turds resting alongside it's garage wall (on the street), each one spaced about a foot away from the other, as if they'd been placed there.

I thought this was pretty remarkable, if we are going to consider each turd came form a different dog. That's like synchronised shitting.
I felt sorry for the people in the bungalow.

Is this kind of thing increasing in general? Is it area dependent? (this was a depressed place but not what I'd call rough).

My ds and I call our town pooland as we walk to school everyday, weaving along the pavement trying to avoid either crap or phlegm.

This is what bothers me, who are these people and why do they do it?
Someone will blame poverty, they often do (and for valid reasons) but in this particular area it isn't. It's depressed, yes, but most people own homes, have 2 cars and dogs that must cost a good bit.

It feels cultural as opposed to economic.

Some people immediately start saying 'poverty' or 'you have no idea what problems the dog owners are experiencing, so go easy on them'. I totally disagree. I live in an overall affluent place and the amount of dog fouling is horrifying. There is literally no excuse for walking your dog along a street, letting it foul and walking on. And our next door neighbours, who aren't time or money poor, have two dogs and leave dozens of poo bags in their front garden.
