To report neighbour for never using a car seat for their 7 year old

My ndn never uses a car seat for their 7 year old daughter. They are fully aware of the law. I know this because my dd was playing out with ndn dc and said why do I have to have a car seat when Alice doesn't ( not real name) I said because it's for her safety and the law. My neighbours reply was ' yes that's true sweetie' my dd said so why doesn't Alice then? Ndn replied because her booster seat will ruin the leather on my car seats.
This was early Dec and she still doesn't use one.

It makes me feel terrible that something bad could happen . All for the sake of some car interior potentially getting damaged.
She drives 1 junction on the motorway to school too, which I know as we do the same route .

Why don't you pick one up off marketplace for her amd gift it?

a) you shouldn't buy second hand car seats if you don't know the person, if they're damaged they won't work properly
b) the neighbour won't use it because of the leather seats

My DD is 7 and loads of her friends are out of car seats because they’ve hit 135cm and can presumably get a good belt fit in their car. Even if the kid is only 133cm or whatever I don’t think it falls into the territory of ‘report’ because who would be interested- can’t imagine it remotely reaches the threshold for police or social services.

She has one. She just doesn't want to ruin her car seats. It's in her hallway

Her dd is also definitely under 135cm. She's petite. She's smaller than my dd who is 125cm

I think it is outragous that you would report them to the police.

I think what she's doing is pretty crappy parenting but I wouldn't report her.
