Wanting to move because of neighbours tip of a garden?

Sort of considering moving for a few reasons I would like to be slightly closer into town, I do like my house we've put a lot of work into it but I'm really annoyed with neighbours. Front neighbour is a council house and her front garden is looking more and more like a tip since we moved in. I know this seems snobby but I hate looking out the window to her tip of her garden is this a good enough reason to move? I can't see it getting better anytime soon.

My friend and her DH asked for a council tax reduction because of the state of the house and garden next to them, so knowing it is a council house can be relevant. At the time, the council had a policy of buying houses for larger families in what were otherwise owner-occupied roads.
They didn't get the reduction, but it drew sharp attention to the neglected state of the house and garden, and maintenance work was carried out.
These properties were highly prized rentals, and I don't know if the tenants were reminded of this, but matters improved after it was drawn to the council's attention.

We had this exact problem, new tenants treated the garden like a rubbish tip:- old sofa, mattress, bin bags and old suitcases. The house had been completed refurbished before they moved in. One neighbour gave them plants and gardening tools and planted flowers for them in the hope they would take a bit a pride in their home. They were an abled bodied young couple with a child. The couple bought a trampoline and a slide for the child but he never went outside to use them. We moved. Didn’t want to complain as you have to declare it when moving. Some people would be happier in pigsty I'm sure
