14 year old neighbour driving dads car?

hello, don't know what category to put this in but earlier in the year, my neighbours son would sit in his dads car and mess around with it while they were out working (they have 2 cars), beep the horn, play with the lights/hazards and play loud music, we had asked him to not do it late at night because of our kids sleeping and he stopped

but today, pulling into our street he had actually been reversing it and driving it around mine and his parents drive.. (we share 4 parking spots)

his parents are not home and he did look shocked that we had pulled up, like he had been caught but then proceeded to do it again infront of us, my partner did ask what he was doing and that it isn't safe to do so, but he doesn't speak english very well either do his mum and dad.

would i be unreasonable to tell his parents? it is quite dangerous seems as tho he has just turned 14 and we have kids who play on the street!

You'd be unreasonable not to.

Inform parents.
I would inform police if I noticed it a second time.

You definitely need to be telling his parents. I'd normally say it needs reporting to the police too but if he has only moved the car on the driveway, he's on private land, so it gets tricky. That said, if he hit anyone or anything, even on private land, he's not insured.

Speak to his parents so that they are away.
Is there a way to block off your half of the driveway so he can access your area?

I assume the driveway is classed as private land so it isn't actually illegal for him to be driving the car there iirr - on the section his family own at least. Depending on your deeds he may be driving illegal when are your part.

Definitely inform parents and police. I informed the police of similar years ago, but in that instance the parents were letting the son drive the car. Don't know if anything happened as a result as we moved away shortly after.

PCSO? I would have phoned the police as soon as I saw him.
