To think exit interviews shouldn't be done by managers?

I resigned from my job last month. I've been with the company for 7 years and mostly happy but the last year has been tough. There's been lots of changes and a new manager who I've not clicked with, so to speak. I'd say he's the main reason why I'm leaving (won't go into details). I start my new job in January which is exciting, but I had my exit interview yesterday with my manager which I found a bit awkward. Couldn't really be truthful or give honest feedback. I'm sure it's just a tick box exercise anyway but frustrating nonetheless.

AIBU to think it should have been done by HR or another manager?

You’ve resigned - perfect opportunity to tell him to his face exactly why. Not sure why you wouldn’t? I had an exit interview many years ago with the manager who was also the reason I was leaving and I had a list of examples ready as to why I couldn’t work with her. I also emailed it separately to HR in case she ‘forgot’ to submit my feedback. They likely did sweet FA with the info but it made me feel better.

If you think HR are not complicit in covering up for bad managers, you're wrong. They aren't objective. They work for the business.

Resigned from a job after two months because of the absolute lack of support from the manager. Would have loved the opportunity to tell them to their face, but from the day I resigned they completely blanked me. Didn't have an exit interview. NHS

In my experience they are done by your managers manager (I am in a senior NHS role). You can absolutely request someone else to do it. I can see how it would be awkward in those circumstances.
