The Anxious Generation book & internet safety proficiency

Apologies for the lengthy title.

The book The Anxious Generation by Jonathan Haidt, had me thinking about what something like internet safety proficiency might look like. That's not a phrase from the book, but rather something I came up with for the sake of the post. It's a pretty good book, but you don't need to have read it to answer this post.

Suppose that we decide that teens are not allowed access to a smartphone and social media, until they are 16 years old. Further suppose that the teens have to pass a test to indicate they're ready to use both responsibly, (perhaps compare it to the theory aspect of a driving test) what do you think that test should look like? What sort of things would you want to see asked in something like that to indicate proficiency?

I admit I am posting here for traffic, but for the sake of playing by the rules, AIBU to think a test like this would be a good idea for Gen Alpha onwards?
