Yes it's common to have something life changing happen and not have the money or support networks to manage the side effects of it to hide your downfall from others.
I was unexpectedly hospitalized for over a year and then struggled hugely to acclimatize to major disability and allowed to drive CV's again. Many things including vehicles went unattended to during that time (though attempts were made to have windows washed) while I had to prioritize not losing my Dc's and home and learning to adapt.
So many people with too much time on their hands or invested in 'Rules are rules no matter what the situation' made it their business to make things worse and financially crippling for us, including reporting me as having "abandoned" my accommodation and get that taken away too.
You never know what's going on in people's lives. Covid and lockdowns was a disaster for many WC trades who are left behind still trying to rebuild now.
It's unlikely to be abandoned, it's a vehicle that can be made a living from, probably waiting for someone to have the time/money/energy/health to fix up, find a major part for at affordable rates, or be able to afford / pass medical etc to insure to work it, and they've parked up where it doesn't inconvenience. Is it actually hurting you in any way?
Being MN it's off course atrocious CF behavior and encourages the idea that the 'wrong type' might also live in their "well-heeled, well-kept, leafy suburb"s.
If you are planning to cause trouble for it's owner, consider putting a note on it warning them that you can, and will be. Someone almost certainly keeps an eye on it for any changes or trouble coming. It's a more decent thing to do, if you must do something.
