Environmental Health and noise

I've reported my neighbour to the council a few times now for her dogs barking and howling pretty much constantly through the day. This was my last resort after me going round and asking her to keep them quieter. She kept them quieter for some time and then slowly it creeps up again. The council have been in touch a few times with neighbour. I recently got in touch with council again after noise had crept up again and dogs were barking constantly for hours one day.

Council got in touch with her and it's been quiet again apart from this morning when dog was barking non stop from 6am for an hour and a half. Eventually I banged on wall and noise stopped.

The council officer offered to fit a noise recording device which I've considered but as she's quietened dogs down again, it won't be worth it. They won't find them to be a nuisance. I spoke to the officer again today to say to hold off on the device for now but if noise starts again I'll be in touch. Officer said he was loathe to contact the neighbour again should the noise start up and as he's contacted her a few times now it could be constituted as harassment should he keep contacting her. I got a bit shirty at this. Isn't it their job to mediate with arsehole antisocial neighbours? I will go for the option of sound recording device when the noise nuisance returns but I'm at the end of my tether with it.

I suppose the thing is they can only do so much, they’ve spoke to her multiple times, you’re going back saying it’s not working, the next step is the recording device and you have declined it. There’s really not anything else they can do at the moment beyond that.

When they intervene it does work for a time though.

It's the fact they also said that them contacting neighbour could be seen as harassment. What?!

I will opt for a sound recording device if the noise starts up again, but since the council had a word it's been quiet apart from the hour and a half yesterday morning.
