Government to put vat on childrens clothes

Have heard from someone who works in the public sector that there is to be vat added to children's clothes and shoes.
Also there will be charges on food waste unless it is for legitimate reasons ie fruit and vegetable peelings or meat and fish bones.

I know that these VAT exemptions seem "kind" in an emotional kind of way, because we all picture a scene of "a poor person buying kids' clothes and struggling" in our minds when we think about this. But rich people buy loads more kids' clothes than poor people (who "make do," use handmedowns, get second hand clothing as much as possible), so most of the benefits of no-VAT-on-kids-clothes goes to well-off people.

I've bought second hand when I can, no hand me downs, DS is an only child, second oldest in the family but largest clothes size. He also puts holes in clothes quickly (possible dyspraxia, assessment has been suggested, he is autistic). Not attempted to claim UC yet as it would be a nightmare as DH's income varies wildly month to month and we'd have been entitled to very little anyway as we had savings - which are now gone which is why we're reconsidering applying. VAT on childrens clothes would make things more difficult for us and I can't see an increase in benefits to make up for it is in anyway likely when most services are on the verge of collapse.
