To think my neighbour should get a dog sitter if they're out?

I've had issues for almost four years with dogs barking next door even when neighbours are in. It's took its took on my mental health. Dogs have woken me up many times at 5am. Dogs bark constantly without a break when neighbours are gone. I've been to the council a few times now where the noise has quietened but not for very long. I've been round to her to plead for peace and quiet too which she always is very apologetic, but it doesn't make much of a difference.

I last went to the council a few months back and it's been lovely and quiet since then.
Today, one of the dogs have been barking non stop. Not even stopping for breath. I'm tired and have been trying to rest but it's not happening with that noise! After a stressful week at work, its tipping me over the edge.

Aibu to think that if she can't/won't train the dogs, who she admits have extreme separation anxiety, that she should have someone to sit with the dogs if she needs to go out?

I have a dog who had separation issues. I worked over several months to get him used to being left, but before then I would get someone to stay with him - as much for his well-being as my neighbours. So I don't think you're being unreasonable - but I would wait and see if today's a one-off seeing as it's been much better for the last few months.

She doesn't care about the dog. She used to leave it barking for hours downstairs while she was relaxing in her bedroom upstairs.

I’d record the noise through the wall on my phone and then present her with it. Tell her you’re actually concerned for the dog’s welfare because it is clearly really suffering. Make it about the welfare rather than the racket. She’s an idiot who shouldn’t have a dog,

Thank you. I understand it must be so stressful for owners of anxious dogs but she doesn't care about the dogs or neighbours.

If the fugscbark when she's home a pet sitter won't make any difference and she's surely not going to be paying every day for that is she? Keep complaining to the council and if you have other neighbours get them to complain too.
