Ex going back on agreement

My ex gave me permission to move to my home country with our children, and changed it last minute saying the kids don't want to. He has now said he will sign a written consent that they can move, can I have this written consent signed by the judge so it's legally binding? I don't trust him tbh.

You need to seek legal advice and get this arrangement done legally through a solicitor. That way, there's no denying the arrangement ever existed, trying to state you are guilty of 'parental child abduction' or going back on the arrangement. You then, have covered yourself and it's all above board.

How do I make it legally binding? I'll speak to a solicitor, but I was thinking if I could have a child arrangements order in place to say that the children should live with me in my country or is it not possible?

If his country is their usual place of residence, this could be very hard. You need proper legal advice.

Yes I will, but he has agreed for them to live in my home country. We just need to make this agreement legally binding so he cannot go back on it later

can't he go to a solicitor, write letter and solicitor witnesses it, it will cost him tho, so you may want to offer to reimburse him after it's done - not before as that could be a bribe
