Dog left for hours and rarely walked

I’m very concerned about a neighbour whose dog is kept in a small 4th floor studio without access to outside space. The dog used to howl frequently but now only occasionally. I think it is kept in a cage. I used to offer to take it out but this was ignored. It is also a dangerous dog and I know he does not have an exemption certificate. I don’t think the RSPCA will take action. Should I call the police?

The owner used to leave the dog alone, sometimes overnight long before the ban on these dogs came in. I rang the RSPCA who were not interested.

What a shit life for the poor dog.

Keep reporting it to the landlord, rspca and police. Completely vile behaviour by the owner. Well done for trying to do something about it
