Couldn’t use coupon as product is cheaper than coupon price

Have a coupon for a free item and coupon says up to £6.

My work doesn’t sell this item but found it in another supermarket for £5.50. None of the other stores of my employer has sells item as can check stock levels on staff pages

The staff would not let me have it unless I buy two items of the same item costing me another £5 (2x£5.50 - £6). Wasn’t impressed by their attitude. Why should I spend £5?

We often have customers hand over coupons for free items and it says the magic two words up to. If the product is cheaper than the max price, we can override the coupon value so £5.50 would be taken off the bill.

So your issue if that a supermarket that isn't yours has different policies?

Annoying but.not really a big deal imo

That's not how that works. They've misunderstood completely. If you have a coupon for something 'up to £6' and it costs £5.50 your coupon is worth £5.50.
