Neighbour's dog barking

Hello, neighbour has adopted a six-month old rescue dog from Romania. It's three months on and I'm concerned the barking is becoming a real problem. Have kept a diary today what do people think? It's likely to carry on like this until 10pm. Don't want to put in a formal complaint but am I reasonable to start contacting the neighbour to better train their dog?

I think this is a good idea as you can see the times - over a few days a pattern could emerge. 8-9am, 12-2, 4-5pm, 6-8pm etc. Looking at the times I would say the dog is probably bored and needs more exercise etc. another one who has got a dog and underestimated the time they require.

Unfortunately I think it's a put up or pack up. Imo, people who leave their dogs to bark rarely give two hoots that it might be bothering other people.

Ndn dog barks every time we're out in the garden, either spending time out there or just walking down the garden to our drive. Ndn either ignores it or gives a half hearted "you'll come inside" so he feels like he's done something. The only saving grace is that it's a muffled bark because of its breed rather than a massive booming bark of a bigger breed or sharp yap of a terrier or similar.
Another neighbour leaves their dachshund out from 7am to bark at the birds/leaves/cars/passers by etc. again, just don't think they hear it or see it as a problem

I looked up excessive animal noise on our council website. It was something like continous noise for 1 minute or for 6 minutes in an hour. Timing it would be better than counting barks!
