I hear Geoffrey from Rainbow saying it but I checked a few on YouTube and he says "it's time to say goodbye now".

I was also thinking of Blickbusters but Bob would tend to say "and that's where we leave it" or similar.

This rings a bell. Could it be one of the early children's programmes like Play Time, Andy Pandy, Picture Book, The Woodentops? It's bugging me now, I can almost hear it but can't remember which programme.
