I am looking at 999/111 call handler roles in London, England. Is it possible to carry out these roles with only GCSEs and A-levels? That is, no experience?

Yes, they give you full training

What would interview be like? Would they be very demanding in interview of what they expect, for example, with examples?

Interview when I did it had a typing and listening test, and then a standard interview

I know someone who does this in the south east. It was all very informal, typing test, fake phone calls then a friendly conversation/interview. She was offered the job at the end of the interview. Then it was a full background check and a hearing test before she got a start date. I think the whole process took four months from start to finish but some of that was her notice period from her old job. She is educated to degree level but that definitely wasn't a requirement.

Have you checked out the NHS/police/ambulance trust websites? They give information about recruitment requirements and expectations. If they want previous experience that will be in the job description. Most NHS interviewing is competency based nowadays, so you are likely to be asked questions like 'tell me about a time when you had to handle conflict'.
