Another thread people have stated water is free in restaurants due to licensing. It's only for those drinking alcohol.

I'm intrigued about why you thought this.

I thought it was fairly common knowledge that anyone can ask for a glass of water in a bar/ cafe/ restaurant.

If they were to charge for tap water it would be something ridiculous like 1p a jug, even that would be charging way more than the water company. It's factored into the costs of running the restaurant. They need water for toilets and cleaning, so why not for drinking?
I rarely drink tap or any water when I'm out but some people I know only drink that. Not in pubs obviously, but with a meal.
