5am start after sleep-in shift

I started a care job in supported living where sleep-ins are a regular part of the job. A sleep in is supposed to be 10pm to 7am, with a flat rate of £50 since you're not expected to work during that time, just be on call.

However none of the service users actually wake up at 7am - they wake up at 5am or earlier, every day.

As far as I can see from existing notes and conversations with staff, they basically start their shift as soon as service users wake up (usually a shift is scheduled after a sleep). That's two hours of being paid less than minimum wage and means you're guaranteed less than 7 hours of sleep (because when are you supposed to shower etc if you're working from 5am with individuals who need constant supervision?)

AIBU for thinking this is mad? Every care job I've had has had expectations that seem mad to me, so I don't know if this is one of the worse ones or is normal. I don't know anyone outside of work who does support work who I could ask.

With dsd the day rate starts when she wakes up, obviously there's honesty involved here but if they say she woke at 6 they get standard day rate from 6. In our case dsd rarely gets up before 8 so not an issue but they get day rate if they have to wake in the night due to a medical incident. Her place has one on waking nights so not that common
