Where Council Tax reductions due to childcare collides with Direct Payments

I'm looking at getting a reduction of Council Tax due to childcare.

Many times, I am able to offset childcare because my children also receive Direct Payments due to SEND. These aren't managed via Personal Budget ... rather, invoices are sent to me and I pay those myself. And then I send the invoices on to a 3rd party employed by our Council for reimbursement.

However, there's a chance that these invoices are rejected by either the 3rd party employed, or by the local Council.

So I am trying to figure out if I'm able to claim an additional reduction in Council Tax due to childcare.

My children's needs and providers change as my children learn & grow. I can't anticipate whether or not an invoice will be reimbursed. If the invoice is rejected, I end up paying out of pocket.

So would I qualify for a reduction of Council Tax due to childcare?
