I signed for the keys for a private rent today and the landlord then rushed off saying he has an emergency appointment. I looked round the house and some photos below of the cleanliness. green thing is some substance on the carpet. This is only a few photos but the whole house needs deep cleaning. I’ve since spoke to him and he’s refusing to have someone out to clean it so I have to do it all. The toilet is also filthy and has waste in it.

Aibu to think it isn’t acceptable? I did look round the house but that’s when the previous tenants were still in, I was expecting it to be cleaned when they moved out.

Bloody hell OP, he’s not got a gas certificate in place. He’s not got smoke alarms ( there has to be a carbon monoxide detector too) He’s given you none of the paperwork. He’s breaking laws left right and centre.
Please contact the housing department at your local council and report him.

This is what scares me with private landlords, at least through a good agency there is comeback. The LL doesn’t want to pay the agency fees nor keep it to a decent standard.

It does look awful, and you are right to complain. Tell them to get a professional cleaner in immediately, otherwise you'll get one yourself and deduct the cost from the rent.

You should have an inventory (with photos) that both the landlord and tenant signed to say is an accurate representation of the condition of the property at the start of the tenancy? So you should have some protection against the landlord trying to make unfair deductions from your tenancy when you vacate. Looking at the state of this property I don't see how the landlord could ever try to make deductions for the property being left unclean at the end.

That's my experience when dealing with a professional landlord anyway. About a 30 page document with photo's of every room and close ups of any pre existing damage. Right down to nail holes from where pictures had been hung on the wall.

If not, make sure you get good photographs of absolutely everything (not just the dirty and damaged things, you need a record of the overall condition of the property to protect yourself). Then send a copy to the landlord and ask them to note that it's accurate. If they disagree then they will need to come back to take their own photo's and notes. But you should really have a mutually agreed schedule of condition/inventory at the point the tenancy commences.

Think if there’s ever a next time you should ask for a deep clean before you sign up and have that added to the contract.

Did he give you a tenancy booklet
Has he confirmed which company he is using for your deposit.
He should have handed you the gas safety certificate as well.

He sounds a bit rogue tbh.

Why did you sign the contract if the house was not to your liking? Really tenants need to look with their eyes before they sign the contract, not sign then moan afterwards.

Because she expected it to be cleaned after the old tenants left of course.

I would say that is years of dirt tbh.
God knows that last time that property was cleaned. 😡

This is disgusting, I'm a Landlord and would NEVER rent a house out that I wouldn't happily live in myself.

If I were you, seek advice from CAB & Shelter BUT what I would do is to not move in, immediately negotiate him releasing you from the contract with immediate effect, without any financial penalty to yourself, i.e. your rent and deposit back. You have the law on your side, if there is gas to the property and no current gas safety certificate, he's breaking the law, same with some of the other things mentioned. Guys like him are why so many people hate landlords. I promise you, we're not all shit.

In some cases there are 10 or more people competing for each rental property. If OP hadnt signed she could have lost it.
The Uk rental market is brutal at the moment, especially at the price point I suspect OP is at

Any landlord who allows a house to get into that state isn’t going to clean it properly when they are renting it out again. I would even go as far as to say his own home as well as him is probably just as filthy.

Does your local authority take action against landlords who aren't fulfilling their responsibilities?

I am not sure I understand your point.
Because of the state of the Rental market at the moment its a LL market they can adopt a "take it or leave it" approach. If OP had made demands or requests prior to contracts being signed the LL could have gone with someone else and one the contract is signed OP is a bit screwed as far as making demands is concerned
