The context was that dd struggled and felt unable to come out of her room even when this staff member of was at work. Aibu to think this implying she was faking everything

The claim is that it's premeditated? A HP is allowed to give an opinion on a report. Just make sure that both you and your DD are heard.

X is reported to have come to the office last night to confirm whether Y was on duty and when she realised he wasn't on duty she did not engage in harming behaviour showing clearly that its premeditated incidents

Maybe they're just looking at patterns of behaviour to help prevent further episodes. I do agree it's a hard thing to read about your DD though.
