To not move in with no documentation?

So I made a complaint about state of my council house as it gets covered in mould and has lots of issues and lady dealing with it got a surveyor to come out who deemed it uninhabitable so I was then found a different property to move to whilst repairs being carried out in my current house

So before Xmas the lady dealing with all this asked the housing officer to sign me up to the new house and housing officer said she doesnt deal with this it should be the lettings team but she would help me sort it to be done quicker. She contacted their movers to move me to new house and got a move date for this week. But I had no keys no documentation nothing so the housing officer said she needed confirmation to move me from all other departments yet they aren't responding so I asked her how will I move this week with no keys so she gave me the codes to access the key box and alarm for the house and she's trying to sign me up to the house but I think she's having difficulty

It feels wrong to just get the keys off the key box on the house and move in like that?? There's been no guidance or anything ? And I'll be moving with no documentation?

It seems like this womans been left to deal with this and everyone's not responding to her. Would you just cancel the movers or would you just move and hope for the best? This house is mouldy and I want to get out but it seems so wrong and not legal the way they are going about it? How will I sort gas and electric without a tenancy agreement how will I sort rent and other things ?
This is a massive shambles 😳

Can you go to the housing department directly and ask them to let you sign the tenancy there? The tenancy agreement will be a standard document so there shouldn't be any issue with signing a tenancy agreement but like you I wouldn't move in without the actual agreement in place. There always used to be a housing surgery in local housing departments (many eons ago when I worked for a local authority) where anyone could just turn up and wait to be seen. That's probably gone by the wayside along with any other semblance of service from the local authority. But if they have anything similar can you contact them. I wouldn't wait for one person who doesn't seem able to organise something as basic as a tenancy agreement.
