2 bed council flat, 53sqm, no hosepipe, bath or dishwasher
Me and 4 year old DD.

Cant have a water meter, I’m being charged £47 a month with united utilities

Is that about right? Cos it seems ridiculously high

If you are not on a meter then your bill is based on Rateable Value so it doesn't matter if you use one millilitre of water or a million litres, you are charged the same amount per year., with a corresponding sewerage charge.
The RV is based on the Rateable Value of the property...BUT that is the rates system that existed before Maggie Thatcher brought in the Poll Tax. Basically the "better" the area the higher the RV. There is no system based on council tax so all new builds and conversions since 1989 are metered.
If you can't go on a meter because of it being impossible to fit then ask about Assessed Measured Charges.
