Neighbours children

Our neighbours moved in about 5 years ago - we've always been friendly with no issues.
They have 2 boys 14 and 10 . Within the last year the oldest has been expelled from school for bad behaviour and according to dad the youngest was expelled to speed up the search for an appropriate school placement. Dad is currently home schooling them and works evenings and weekends ( he's a musician)and Mum works full time daytime.
They are both being assessed although they are pretty sure the youngest is autistic.
It's currently hell living next door to them. It's constant screaming, shouting, doors banging. A couple of weeks ago eldest kicked the wing mirror off my car - he stormed out of the house and it was the first thing he saw. I don't think they sleep, it's night and day.The police have been twice in the last year - oldest one threatening to kill his mother ( Dad was working) .

I have every sympathy for them especially Mum - she looks constantly exhausted. I don't want to add to the stress but it's really getting me down. I've got health issues and the stress is making it worse. I also work part time from home and it's nearly every day and with them not in school there's never a break.
AIBU to say something and if not what can I say?

In all honesty there's nothing you can say other than asking for money to repair the damage to your property. Or I guess you could ask if any input from you, impact statement etc would help them in anyway?

Dad came and apologized and replaced the wing mirror. They are both nice people and I really don't want to make things worse for them but I've just about had enough

You can't say anything to help, the family sound at breaking point, hopefully once the boys are settled in a new school, the noise levels will reduce.

Can you look into soundproofing the room where you work?
