Rented flat - damp and noisy bathroom

We moved into a new flat a couple of months ago and although we love it, there have been a lot of issues. The kitchen and bathroom pipes are clogged with years of fat, the taps weren't working, doors all need rehanging, fridge and oven broken, paintwork is very old etc. The landlord has agreed to fix most but not all.

The recent issue is that the extractor fan clearly isn't effective enough for the windowless bathroom. The mould on the tiles grows back as soon as it's cleaned, our towels never dry, there is condensation, the pumices go mouldy. From research, it looks like they probably just bought a very cheap model that isn't fit for the room so I'm going to request a new one, giving them the room volume and recommended airflow/hour. The current one is also extremely noisy. Having a bath would be awful because it roars over any music or podcasts.

Presumably the landlord has to fix the damp problem, but is there a noise limit for quality of life? I can't find anything online.

To double check tips that might help. You are leaving door open to bathroom with extractor fan on until all condensation is gone? Extractor fans need air flow to work, they do not work in a closed off room. When you say your towels never dry, you are not trying to dry your bath towels in there are you? There should only be a hand towel in there. Dry your bath towels in a room with a window cracked or over a landing bannister or over a drying rack. You say the fan is noisy, when was it last cleaned and lubricated?

I think the answer to that is no.
I can't imagine a landlord being receptive to the idea that an extractor fan is too noisy for a chilled bath.
If I was your landlord I would consider another fan and would probably provide a dehumidifier. But I wouldn't be certain every landlord would.
Happily I'm neither a landlord or a tenant anymore.
