PCN and unregistered drop kerb

Hi all, posting for traffic.

I’ve NC and am posting OBO someone else (we’ll call her Sue) to gauge ideas and hopefully come across someone who knows the laws around parking in the side of a road (by an UNREGISTERED drop kerb)

Sue parked her car where she has always parked it for 30 years - in front of her three garages. The garages are all in a line and have always been there (50+ years) - she owns and occupies all of them.

In front of the garages is a drop kerb that is specifically unregistered. It was left unregistered so that it can be parked against without fine.

A ticket has just been issued and upon appeal the council have written back to say it was declined because:
This is a shared use dropped footway as it serves as access/ exit to and from the carriageway for multiple garages and therefore it does not require registration to be enforced”

AIBU to think this is utter nonsense?

For additional context and so as to not drip feed, Sue spoke to a local traffic warden yesterday who told her that on his device the space in front of the garages has no indication on it that it warrants a fine (if someone parks there). He suggested that a worker from another council may have placed it in passing as ‘everyone round here know you and that is where you park… and it’s unregistered’.

AIBU - she is being unreasonable and should pay the fine

YANBU - she should contest this further which is a formal representation to the council..

Also does anyone know the law behind this - does a drop kerb not require registration if it is parked in front of garages? What if the garages are owned and solely used by the person parking in front of them?

Other quick remarks - there are no yellow lines on the road and others park up and down her road 24/7 some in front of drop kerbs that now have walls and gardens instead of driveways.
