To think it's weird to praise a baby for good behaviour

A baby under a year old. An older toddler ok, but how can a baby regulate it's behaviour? I've seen a gushy Facebook post of someone's baby who's just turned 1, and the grandmother goes on about what a good and well behaved baby he is :/

At 9 months my grandson is now walking unaided and has a few words . He is still a baby.

The rest of the (non Anglo / British Isles) world agrees with the NHS: a baby is an infant, a 12 month old is not a baby.

(Btw I've seen people here saying this about 2-3 year olds 'he's a baby' etc. Strange cultural differences....)
